Form of Government:

Fillmore has a Council Manger. The 5 members of City Council are elected at large for overlapping four-year terms. The City Manger is appointed by the City Council.

Population:

With the General Plan allowing for population of 18,730 by the 2020, Fillmore currently has approximately 14,100 residents in the Fillmore, Barsdale area.

Fillmore's elevation is 467 feet above sea level, with the San Cayetanno Mountain elevation at 4,267 feet. The rivers which flow through and around the hometown communities are the Santa Clara River, Sespe Creek and Pole Creek.

Fillmore is the home of blue skies, orange groves, picturesque mountains, warm days and cooler evenings with a cool ocean breeze drifting through the fragrant orchards. The average yearly temperature in Fillmore is 78* with an average rainfall of 18.17 inches.

Taxes:

Property taxes are limited to 1.2% of the assessed market value with a maximum 2% increase per year.

Fillmore is home to a Ventura County Public Library, five banks, First Western, Santa Barbara Bank & Trust, Santa Clara Valley Bank, Wells Fargo, Union Bank and one Bank of American ATM. Two weekly newspaper keep the city up to date on city, county and statewide events; The Fillmore Gazette and the Fillmore Herald, and over 20 churches of various denominations serve the community.

The average price range for a single-family dwelling is $450,000 to $650,000. Single family 2 & 3-bedroom dwelling rent for $1,200 to $1,800. There is one senior adult mobile home park, El Dorado Estates, 1 Bed and Breakfast (The Artist Barn) and one motel, the La Posada Best Western.

Recreational:

Elkins Golf Course, one mile south of town, provides the community with an 18 hole course, as well as restaurant off the green. Lake Piru, 15 miles east of Fillmore, offers camping, boating, swimming and fishing. Kenny Grove Park is privately owned and is available for rental 2 miles west of town. The Fillmore Equestrian Center 1/2 a mile South of town on Highway 23 offers horseback riding and boarding facilities. Various 4-H Clubs, Boy & Girl Scouts and the Fillmore/Piru Boy & Girls Club provide many activities for the youth in Fillmore. There are also year round recreational programs for the whole family, seasonal youth baseball, football basketball, slow pitch softball for adults, tennis courts, soccer, wood carving, dance classes and martial arts instruction.

Nearby Ventura offers warm, sandy beaches, boat rentals and marina, and in the opposite directions, Lake Casitas and Castaic Lake provides hours of family fun. Winter provides snow within a few hours travel time in Big Bear and the San Bernardino Mountains as well as Fraizer Park, which is a hour away. The Los Padres Notional Forrest provides trails and mountains for hikers, beginning and advanced.

Transportation:

Fillmore Area Transit provides daily bus serve within the cities of Fillmore, Barsdale and Piru, as well as charter service, and dial a ride information. The VISTA Bus provides service from Fillmore to Santa Paula and Ventura. Small airports are located in Santa Paula, Oxnard and Camarillo, all within a 30 mile radius.

Law Enforcement:

In 1987, the City of Fillmore contracted with the Ventura County Sheriff's Department to provide protection for Fillmore, Barsdale and Piru, an area with over 450 square miles. Fillmore's Police Department is headed by Leslie Warren, 5 Patrol Sergeants, 2 Detectives, 35 regular deputies, 1 cadet and 1 dispatcher, 2 Sheriff's Store. Fillmore is also served by three Sheriff's Store Front Location, a Juvenile Liaison Program with the School District, Citizens Patrol Disaster Response Team, Fillmore Mountain Search and Rescue Team and Citizens Patrol.

Fire Department:

Located on Sespe Avenue in Fillmore, the volunteer Fire Department at this time has only 1 paid captain and a total of 25 Volunteers that are also EMT's. Also serving the community is the Ventura County Fire Department on Old Telegraph Road near Shields Park.

Education:

Fillmore Unified School District, which include students from Fillmore, Barsdale and Piru, report over 3,869 students on a year round school system. Students are divided among 1 high school, 1 Jr high school, 3 elementary schools and 1 continuation school. There is one private school located at the Fillmore Bible Church, and there are numerous private Jr. Colleges, colleges, and universities, all within a 45-minute commute.

Medical:

Ambulance service with paramedics stationed in Fillmore provides the citizens of Fillmore emergency medical transport to Ventura and Santa Clarita Hospitals. The Fillmore Medical Plaza, sponsored by Community Memorial Hospital, is located on Highway 126 and is headed by Dr. Ray Menchaca, with Larry Dunst serving as Pharmacist. Santa Paula Memorial Hospital provides medical care through there clinic on Sespe Avenue and Clinic Del Real on Central Avenue. Fillmore Convalescent care to the senior citizens of Fillmore.
